My neighbor has three large dogs that are always barking. Our houses are very close. He does not seem to think its a problem and does not appear to see the need for training the dogs. Has any one had experience with the ultra sonic devices that claim to train the dog not to bark? Are they harmful in any way to the dog?

I haven’t heard of anything like what you described, and am very skeptical about their efficacy, if they do exist.
Since you can’t train someone else’s dogs, nor can you force someone to be a responsible dog owner or considerate neighbour, I’m afraid you’re going to have to find a way to encourage your neighbour to become these things, himself.
If you can’t talk to him in a civilized way (the absolute best option), then I guess you’ll have to consult your local animal control department and/or police department (re: noise ordinances). Animal control can likely give you some tips to try and, barring that, will likely ask you to keep a log. They may also want you to videotape the dogs barking (preferably in such a way as the dogs can be seen barking, so there’s no doubt from where the barking is coming).
As a longtime dog trainer, I can’t stand barking, myself. I liken it to a car horn. Once or twice? Sure. No problem. 10 times in a row? A few times, every 10 minutes? Or at 5am? Now that’s a problem!
It’s an easy fix for the owners. I work almost exclusively with aggressive dogs, but many of those also barked needlessly when they arrived. I usually have it corrected within a couple of days (if not sooner). I, personally, can’t stand incessant, pointless barking. So I simply don’t tolerate it. (But I also know how to redirect it into a more desirable behaviour.)
