It seems like my Belgian Tervuren puppy tries to sit on our German Shepherd’s face. He stands over her head and sometimes even tries to sit on it. He doesn’t appear to be the dominant type, he still seems shy, scared, and insecure despite puppy classes, going to the pet store with us, going for walks, etc., but he’s not very bold unless he’s in his own home. The German Shep puts up with it, but we’re not sure if he’s trying to dominate her or if it’s a behavior that should be cut off before it becomes a problem. Any advice?

The puppy is asserting dominance. The Shepherd might eventually “correct” the puppy or else allow the puppy to become an alpha dog. You might consider making sure both dogs are altered to help control dominace issues, although they do still remain pack animals.

When the German Shepherd has had enough, she’ll let him know. It sounds more like he’s trying to instigate “play” behavior with her more than anything else/ I wouldn’t worry about it. Females tend to be the bosses (alpha bytches)and she will put him in his place. Hopefully they are both spayed and neutered. If not, get it done soon.
My Belgian Tervuren, Reno, did the same thing to the older dogs in the house when he was a puppy. He was requesting them to play. Now that he is two years old, he stands over them in an ‘offering’ position for the same request. If they don’t want to play, they ignore him. With 4 neutered male dogs, two of them Tervs, I have never had a problem with this behavior.
