I’ve always had large dogs and training them to go outdoors was easy. I really want to avoid paper training long-term and the puppy hates being in the grass. She’s so tiny I’m not sure I’d know whether she urinated in the grass anyway. Any genuine advice is truly appreciated.

this is an odd situation but you may need to take her in the back yard and let her do her Business on the dirt and soil as some dogs only do their Business to mark and that may be what he/she is doing

My mom has the same problem look into litterbox training. You can buy dog litter boxs and Yesterdays news or another recycled newspaper litter.
Try taking her out into the grass, not just to let her go to the bathroom but to play with her too. This might help her get used to it and be more comfortable doing her business outside. Also I find that they only way to tell if they go to the bathroom is to stand there and watch for them to squat, then when she does tell her good girl.
i cant advice you on how to actually train the dog, but i know several people who litterbox train and they love it! they can leave the house and not have to worry about the dog pooping or peeing all over the floors since it uses a litterbox.
Do you have any part of your yard that doesn’t have grass. If so train her to go there.
I have always trained my puppies using material wee wee pads (you can buy them on-line …I use the kind that are manufactured not for dogs, but for adults who are incontinence). Pups just shred the paper ones …this is why material works better and you can just toss them into the wash. I train them on the pads and to go outside…it works great. Potty training takes time…but they will learn eventually. Good luck
