Does Penn Foster actually certify dog trainers?

I’m looking into the Dog Obedience course at Penn Foster, but the more I read about it, I’m not sure if they actually certify you at the end of the course, or slap you with a diploma and a voucher to take a test after 2+ years of experience. Has anyone taken this course? I’d also like to know whether it’s worth the money or if I should look elsewhere.
I have read the website fully, and it remains unclear whether you’re actually certified to work as a dog trainer after completing the program or only have the diploma to show for it.
